Ok so my paint skills arnt that good but this thing is whats fecking up my wireless network , keyboard and mouse and tv , even now i can hear him talking on my pc through my tv card .
So id like to know what the hell this thing is and what if anything i can do to stop him

Im also trying to figure out what he is saying but its too distorted to make out , is there any app to isolate and clarify his voice

I would say tv antenna, but I've never seen one that big, or else he has one hell of a tv signal.

It may be A Ham Radio. If you live in the US, You can request they put filters on to eliminate TVI.
Some CB radio users will use this type of Antenna (called a moonraker) and increase their output wattage past the legal 12 watt output, and cause TVI and Bleed-over. At any case, in the US you can contact the FCC and they will investigate.

Put up an even bigger antena than your neighbour and start transmitting garbage.

Big ones are for, as previously stated, "HAM" Radios

So your listening to what hes saying, and also recieving

1) Try and tune into his frequency and listen, because its fun

2) Tell him to f'off and move it, or at least make it a bit smaller or threaten to tell the local government

he just had fire engines here to add a new thing to the top of it , ill see if i cna figure out what hes braudcasting

If it really annoys you, you could always build/buy a cheap radio jammer....
